KwaFlux

KwaFlux is a desktop application for Windows and macOS that enhances, restores and cuts out video locally. Processing happens on your own GPU, which means no per-minute cloud bill, no queue, and no client footage sitting on somebody else's server. For anyone working under a confidentiality agreement that last point is the whole argument.

The three entry points - Enhance, Restore, Cutout - cover the jobs people actually bring to this category: making low-resolution source usable, repairing damaged footage, and isolating a subject. Previews run without an account, so you can judge the result on your own material before paying.

It is an installed application, not a web tool, so it is bound by the machine you run it on and benefits from a decent GPU. It also enhances rather than generates - if you want video created from a prompt, this is not that tool.
